					<description><![CDATA[L&#039;approche des ingénieurs... on résout 1 problème en en créant 10... J&#039;ai survolé de haut l&#039;espagne, en été c&#039;est tout jaune, plus une goute d&#039;eau à évaporer... très efficace pour les concentrateurs solaires etc... beaucoup moins pour la vie. il faut replanter des arbres, qui font un écran en surface et vaporisent de l&#039;eau quand il n&#039;y en a plus en surface. c&#039;est une évidence. Mais pourtant on continue à faire une agriculture contraire à ces évidences. Après la terre devient Salée et plus rien ne pousse. bravo les ingénieur agronomes... Pour la moitié Sud de la France, phénomène sans doute similaire et d&#039;ampleur proportionnelle, et pour le Nord, idem, en proportion, sans doute ! Une telle analyse du potentiel solaire, mais aussi de ses nuisances en terme d&#039;UVs serait judicieuse et utile ! Qui s&#039;y colle??????? INES? CEA? du côté du Bourget-du-Lac, par exemple ! 					<description><![CDATA[Spain could introduce fifth retroactive cut for PV incentives The Spanish government is expected to announce a fifth retroactive measure to cut incentives for existing PV installations on June 21, according to several Spanish media reports, which cite the Wall Street Journal. The new measure, developed by Industry Minister Jose Manuel Soria, could reportedly introduce a cut of between 10% and 20% on the income generated by renewable energy installations. In a statement released to PHOTON, Spanish solar association UNEF said that this fifth retroactive measure on PV and renewables would cause the final collapse of the sector, »forcing PV plants owners to give the keys of their installations to the lending banks« – the measure would make it impossible for system owners to repay their loans. According to Spanish PV system owners’ association Anpier, the previous four retroactive cuts introduced between 2010 and late 2012 have already reduced solar power plants’ income by 40%. The Spanish Constitutional Court is currently reviewing an appeal against three of the measures implemented by the Spanish central government. The appeal, filed by the regional government of Andalusia in mid-March, argues that the regulations put in place by the central government affecting renewable energy generation and PV are unconstitutional. Soria has said on several occasions that the retroactive cuts for renewables would be used to reduce Spain’s tariff deficit, which stands at about $30 billion.
